ORDINANCE TO AMEND ORDINANCE 135,

YORK TOWNSHIP SEWER USE ORDINANCE/YCUA DIVISION

At a Regular Meeting of the York Charter Township Board of Trustees held February 11, 2025, an Ordinance to amend Ordinance No. 135, the York Charter Township Sewer Use Ordinance/YCUA Division, was introduced and approved for 1^st reading by the Township Board.   Consideration for 2^nd reading and adoption of the Ordinance will be part of the agenda at the regularly scheduled meeting of the York Township Board on March 11, 2025 at 7:00 p.m.

The purpose of the proposed ordinance is to Amend the Sewer Use Ordinance, YCUA Division, consistent with and as required by the Township’s contract with Ypsilanti Community Utilities Authority (YCUA) for accepting and processing sewage waste disposal from the York Township sewer system. New regulations by YCUA for accepting waste disposal from the Township include a requirement that the Township implement a Special Alternative Limits (SAL) Program to accommodate industrial and commercial needs by allocating available capacity directly to permitted discharges.  In addition, the proposed amendments to Ordinance No. 135 incorporate reevaluated local limits for toxic pollutants with inclusion of new local limits for certain Perfluoroalkyl and Polyfluoroalkyl substances (PFAs-PFOS, PFOA, PFBS, PFNA and PFHxs. The inclusion of these new provisions in Ordinance No. 135 will better facilitate compliance with the general purpose of Ordinance 135 to provide for comprehensive, uniform requirements for use of those portions of the York Township Sanitary sewer collection system consistent and in connection with wastewater collection and publicly owned treatment works for the YCUA, and in accordance with provisions of the Clean Water Act, as amended, and the general pretreatment regulations (40 CFR Part 403), and to provide for the administration and enforcement thereof. 

Publication of the proposed Ordinance to Amend Ordinance No. 135 was made by posting.  A copy of the Ordinance may be reviewed and inspected at the York Township Clerk’s Office, 11560 Stony Creek Road, Milan, MI 48160, and on the Township’s website, www.twp-york.org as provided for under Section 8(3)(b) of the Charter Township Act, being MCL 42.8(3)(b).
