Lima Twp: Board Meeting Synopsis, 7-14-2025

Meeting called to order at 7:00pm.  Members present: Supervisor Bill VanRiper, Treasurer Nanette Havens, Clerk Ann Kwaske, Trustee Dale Luick, Trustee Greg McKenzie.

Motion by Luick, seconded by McKenzie, to approve the agenda as submitted. All Ayes. Motion passed.

Motion by McKenzie, seconded by Luick, to approve the consent agenda of Minutes of June 9 Regular Meeting, Payroll ($14,752.17) and Accounts Payable ($193,207.09) as submitted.  All ayes.  Motion passed.

Motion by McKenzie, seconded by Luick, to table action on ESTA policy and request a draft from CACA/Sylvan.

Motion by McKenzie, seconded by VanRiper, to adopt the amended Lima Township Zoning Fee Schedule per the draft provided by the Zoning Administrator with the addition of Solar arrays / Ground mounted, Solar arrays / Roof mounted, Mobil food vending, and Whole house generator, and the modifications of Escrow for removal of temporary dwelling (two locations), New Address Application fee, and Document copies. All ayes, motion passed.

Motion by Kwaske, seconded by Luick, to approve purchase of a docking station for the zoning administrator and a  desktop computer plus necessary accessories for the deputy clerk at a cost not to exceed $1500. All ayes.  Motion passed.

Resolution 2025-13 offered by McKenzie, seconded by Luick, to approve METRO Act Permit for 123.Net LLC. Upon a roll call vote, all ayes. Resolution adopted.

Motion by Luick, seconded by Kwaske, that the  Consumers Energy Gas Franchise Ordinance, with addition of “as approved by Washtenaw County Road Commission” to Section 2, be adopted as Lima Township Ordinance 34 with an effective date of December 1, 2025. Upon a roll call vote, all ayes.  Motion passed.

Motion by Havens, seconded by McKenzie, to table Commercial Solar Ordinance and send to planning commission/planner for further review. All ayes.  Motion passed.

Motion by McKenzie, seconded by Luick, to accept the Clement Cemetery from the Parker Family as offered, pending recommended by the Township Attorney on method of transfer of property and outstanding assets balance, and that we agree to the burial of Helen Parker in the cemetery. All ayes, Motion passed.

Motion by Havens, seconded by Luick, to adjourn. All ayes. Motion passed.
