  1. Approval of Rescheduling of June 16, 2025, City Council Regular Meeting (Manager Colburn)

MOTION Mehuron SECONDED Merkel to approve the rescheduling of June 16, 2025, Regular City Council meeting to June 23, 2025, at 7:00 p.m. All ayes. Motion carried.

  • Approval of Appointment to the Planning Commission (Mayor Pacheco)

MOTION Iannelli SECONDED Merkel to reappoint Wade Lehmann to the Planning Commission for a term ending June 30, 2028. All ayes. Motion carried.

  • Adoption of Resolution #2025-10 to Establish a Request for MDOT Category B Funding for Commerce Park Drive (Manager Colburn)

MOTION Henson SECONDED Iannelli to adopt Resolution #2025-10 making a request to MDOT from their TEDF category B grant program for reconstruction of Commerce Park Drive, guaranteeing matching funds from the City and designating the City Manager as the agent representing the city. All ayes. Motion carried.

  • Approval of Pavement Marking Agreement with P.K. Contracting (Manager Colburn)

MOTION Keaton SECONDED Morris to approve the agreement with P.K. Contracting for the 2025 pavement marking project in the amount of $22,588.32. All ayes. Motion carried.  

  • Adoption of Resolution #2025-15 Approval of Special Event Permit for The Rumpus Room (Manager Colburn)

MOTION Merkel SECONDED Keaton to adopt Resolution #2025-15 Approving the Special Event Permit submitted by The Rumpus Room for concerts to be held on June 14th, August 9th, and August 16th. All ayes. Motion carried.

  • Approval to Release Chelsea Gateway Housing Project Request for Proposals (Manager Colburn)

MOTION Iannelli SECONDED Merkel to direct the City Manager to release the Request for Proposals for 1155 Old Manchester Road with the intent of identifying a developer who can provide attainable housing in the City of Chelsea. All ayes. Motion carried.

  • Approval to Offer for Sale Property Located at 1155 Old Manchester Road (Manager Colburn)

MOTION Keaton SECONDED Henson that the city-owned parcel 06- 06-13-150-005 located at 1155 Old Manchester Road is no longer needed for a corporate or public use, and therefore may be offered for sale. 6 nays, 1 yay. Motion failed.

  • Approval of the New Leaf Landscaping Proposal for Palmer Commons (Assistant City Manager Montenegro)

MOTION Keaton SECONDED Morris to approve New Leaf Landscaping to complete the Palmer Commons ‘Bermification’ Project in the amount of $24,940. All ayes. Motion carried.

  • Adoption of Resolution #2025-11 Approving Chelsea Downtown Development Authority Millage Rates for Fiscal Year 2025-2026 (Finance Director King)

MOTION Merkel SECONDED Morris to adopt Resolution #2025-11 Approving Chelsea Downtown Development Authority Millage Rates for Fiscal Year 2025-2026. All ayes. Motion carried.

  1. Adoption of Resolution #2025-12 Approving the City of Chelsea Millage Rates for Fiscal Year 2025-2026 (Finance Director King)

MOTION Merkel SECONDED Iannelli to adopt Resolution #2025-12 Approving the City of Chelsea Millage Rates for Fiscal Year 2025-2026. All ayes. Motion carried.

  1. Adoption of Resolution #2025-13 Approving the Collection of 1% Tax Administration Fee on Summer and Winter Tax Bills for Fiscal Year 2025-2026. (Finance Director King)

MOTION Keaton SECONDED Henson to adopt Resolution #2025-13 Collection of 1 % Tax Administration Fee on Summer and Winter Tax Bills for Fiscal Year 2025-2026. All ayes. Motion carried.

  1. Adoption of Resolution #2025-14 Adoption of the Fiscal Year 2025-2026 Budget at the Department Level (Finance Director King)

MOTION Merkel SECONDED Mehuron to adopt Resolution #2025-14 Adoption of the Fiscal Year 2025-2026 Budget at the Department Level. All ayes. Motion carried.

  1. Adoption of Utility Rates and Fees for Fiscal Year 2025-2026 (Finance Director King)

MOTION Keaton SECONDED Merkel to adopt Utility Rates and Fees for Fiscal Year 2025-2026. All ayes. Motion carried.

  1. Adoption of Resolution #2025-16 to Assign Delinquent Utility Invoices to Taxes (Finance Director King)

MOTION Merkel SECONDED Henson to adopt Resolution #2025-16 regarding assignment of delinquent utility invoices at least six months past due onto the 2025 Summer Tax Bills. All ayes. Motion carried.
